The Bioenergy Market Adjusting Tariff (BioMAT) Program is a feed-in tariff initiative managed by Pacific Gas & Electric Company (PG&E) for bioenenergy projects. The program is currently closed to new applications, but projects remaining in fuel resource category queues are permitted to accept the final price and execute a Power Purchase Agreement (PPA) subject to conditions outlined in the tariff regarding the Final Period.
The program consists of three product categories with varying capacity allocations and pricing structures. Category 1 offers 30.5 MW of total program capacity with 28.047 MW remaining, featuring a final price of $127.72/MWh. Category 2 provides 33.5 MW of total program capacity with 12.314 MW remaining, with final prices of $187.72/MWh for dairy operations and $183.72/MWh for other agricultural operations. Category 3 includes 47 MW of total program capacity with 32.920 MW remaining, priced at $199.72/MWh. The program total capacity is 111 MW with 73.281 MW remaining.
Outstanding projects in the queue have the opportunity to accept the final price and execute a PPA through March 31, 2026. An available allocation of 12 MW per category is designated for this final period. Applicants are strongly encouraged to use the online platform for all communications related to the BioMAT Program, with telephone calls and email communications regarding the program discouraged. Technical support for the website platform is available through the Accion Power Site Administrator.
