Palmdale Water District Well 2 and 3 Rehabilitation

The Palmdale Water District (PWD) is soliciting proposals from qualified licensed contractors to provide as-needed well rehabilitation services for two production wells (Wells 2 and 3) for a period of 6 months. Well rehabilitation is defined as restoring a well to its most efficient condition by various treatments or reconstruction methods. The wells are located within the PWD district boundaries in northern Los Angeles County, with Well depths ranging from 134 to 1030 feet below ground surface and casing diameters varying from 8 to 16 inches. Well production capacity ranges from 80 to 2,100 GPM.

The scope of work includes mobilization and demobilization with site cleanup, removal and assessment of permanent pumping equipment, downhole video and Casing Inspection Thickness Measurement (CITM) surveys, removal of accumulated sediment and debris from the well sump and oil from the water surface, mechanical and chemical cleaning of well screens by brushing, initial development by swabbing and/or airlifting/pumping, final development by pumping and surging, aquifer pumping tests to confirm effectiveness of work, well disinfection, and repair and/or reinstallation of permanent pumping equipment.

Key dates for this solicitation include a Q&A deadline of December 10, 2025, at 8:00 PM and a proposal submission deadline of January 14, 2026, at 8:00 PM. The contractor must furnish all labor, equipment, materials, supplies, transportation, and all other items necessary for rehabilitation, redevelopment, and testing of the wells according to solicitation specifications. PWD has provided its Well Prioritization Plan and Well Historical Data to support the bidding process, along with supplemental information for each well.

PWD is an independent special district governed by a publicly elected five-member Board of Directors and provides potable water to approximately 126,800 residents across the City of Palmdale and surrounding communities with roughly 27,100 active service connections. The district receives water from three primary sources: groundwater pumped directly into the distribution system, Littlerock Dam Reservoir, and the State Water Project.
