PCCS and SCADA Improvements II

The City of Cleveland, Department of Public Utilities, Division of Water is seeking proposals from qualified engineering firms to provide professional services for design improvements to plant computer control systems (PCCS) at its Morgan and Crown Water Treatment Plants. The project follows previous capital improvements work that designed control systems for Nottingham and Baldwin Plants and established control system standards applicable to all four facilities.

The scope of services includes preliminary design, detailed design, specialized technical assistance, field services, construction bidding and award support, construction administration support, inspection, commissioning, and project close-out. The selected design professional must demonstrate documented experience in evaluation, design, and construction of computer control systems, SCADA systems, water treatment processes, and pumping operations. The firm may need to engage subconsultants specializing in various engineering disciplines to successfully complete the contract tasks.

Key dates and milestones include: Pre-Proposal Conference on August 28, 2025 at 1:30 PM; Questions and Answers deadline of September 12, 2025 at 4:00 PM; and Proposal Submission deadline of September 26, 2025 at 4:00 PM. Technical proposals are limited to 50 pages (8.5 x 11 inches with 12-point minimum font), submitted electronically via OpenGov, excluding fee proposals and required City forms. Proposers must complete a Request for Qualifications including company profile, qualifications, information security procedures, and a signed Non-Disclosure Agreement. All proposers not selected as the design consultant must destroy all physical and digital copies of provided materials and submit an affidavit attesting to destruction.
