Peoples Gas & North Shore Gas Energy Efficiency Program - Plan 5 RFP

Peoples Gas and North Shore Gas will issue a Request for Proposals to solicit qualified Implementation Contractors for the remainder of Plan 5, covering Program Years 2027-2029. Year 1 of Plan 5 (Program Year 2026) has been previously awarded and is currently underway; this RFP targets the three remaining years of the Plan 5 period.

Respondents must familiarize themselves with the newly applicable and enacted Clean & Reliable Grid Affordability Act (CRGA) and the upcoming Revised Plan 5 filing, which Peoples Gas & North Shore Gas intends to file with the Illinois Commerce Commission (ICC) no later than June 1, 2026. All qualifying Implementation Contractors should review accompanying documents and regulatory filings prior to proposal submission.

Key dates include the Revised Plan 5 filing deadline of June 1, 2026, with invitations to participate in the Plan 5 RFP tentatively being sent in early to mid-June 2026. The program period spans Program Years 2027 through 2029, representing a three-year implementation contract cycle.
