Pilot Scale Drinking Water Distribution System Leak Detection and Pressure Monitoring Technology and Service

The City of Pasadena Water and Power Department (PWP) seeks an experienced professional service firm to provide leak detection and transient pressure monitoring technologies for the Eagle Rock Zone pilot project. The project aims to evaluate the benefits of real-time water distribution system monitoring and water conservation through continuous monitoring and alert systems for operational abnormalities including leaks, transient pressure events, sudden pressure drops, and suspected main breaks.

The project scope covers the Eagle Rock Zone, one of 24 pressure zones within PWP's service area, comprising approximately 16.7 miles of piping in various materials and sizes. Distribution pipes range from four inches to sixteen inches in diameter and are comprised of cast iron, ductile iron, concrete steel, steel, and concrete. The contractor must provide a comprehensive platform capable of continuous real-time monitoring of the water distribution system with automated alerting capabilities for detected anomalies.

Key dates include a Questions and Answers deadline of March 7, 2024, and a proposal submission deadline of March 21, 2024 at 10:00 PM Pacific Time. This project is funded by the Metropolitan Water District's Municipal Leak Detection and Repair Grant, ensuring resources for implementation and evaluation of the pilot program.

Submission requirements include a Master Services Contract, disqualification and conflict of interest disclosures, a DoIT Technical Questionnaire, Unique Entity ID verification, relevant experience documentation, and designated representative forms. Proposals must address technical requirements, pricing, insurance requirements, and compliance with City and federal contract provisions.
