Platte River Power Authority – HQ23-1861 – 2023 Request for Proposals (RFP) for Solar Energy and Renewable Attributes

Platte River Power Authority (PRPA) seeks bids from parties interested in purchasing up to a 33.3% share (Output Share) of solar energy and renewable attributes associated with the 150 MW nameplate Black Hollow Sun (BHS) Solar project. The project is currently under contract to Platte River with an expected commercial operation date of late 2024. The purchaser will receive energy and bundled environmental attributes through a bilateral schedule with Platte River and will have access to real-time performance data from the BHS Solar project through inter-control center communications protocols.

Key operational parameters include that the purchaser will have no dispatch or curtailment rights. Platte River will register the entire BHS Solar project as a dispatchable variable energy resource (DVER) for participation in the SPP WEIS market. The purchaser will pay Platte River the contract price for its Output Share of the project's actual output and will not be exposed to SPP WEIS settlement pricing. If Platte River receives curtailment instructions from SPP WEIS, the output delivered to the purchaser will decrease proportionately, and the purchaser will pay the agreed-upon contract price to cover its Output Share of lost production from economic curtailments. Platte River will provide all Mitigated Offer support for the BHS Solar DVER to the SPP WEIS Independent Market Monitor.

Important milestones include a Notice of Intent to Provide Proposal deadline of August 31, 2023 at 5:00 PM MPT, a final RFP Question Submittal deadline of September 14, 2023, responses to RFP questions provided on or about October 2, 2023, and the Proposal Submission deadline of October 9, 2023 at 5:00 PM MPT. Notification of results is expected on or about November 1, 2023, with an initial draft of the Passthrough Agreement (subject to negotiation) due on or about December 1, 2023.
