POLE SETTING AND LINE CONSTRUCTION SERVICES

The Marblehead Municipal Light Department (MMLD) is seeking qualified vendors to provide pole setting and line construction services in Marblehead, Massachusetts. This request for proposals covers the installation, replacement, and maintenance of utility poles and overhead electrical lines within the MMLD service territory. The work includes all associated labor, materials, and equipment necessary to complete the line construction projects as specified by the awarding authority.

Sealed bids must be submitted via the Town's Procurement Portal (https://procurement.opengov.com/portal/marblehead) no later than August 19, 2026 at 10:00 AM ET. Bids received after this time will not be accepted. Each bid must include a bid deposit equal to five percent (5%) of the total bid price, in the form of a certified check, cashier's check, treasurer's check, or bid bond made payable to the Marblehead Light Department. All bids are subject to Massachusetts General Law c.164, §56D, and c.30, §39M, as well as minimum wage rates required by M.G.L. c.149 §26 to 27H inclusive.

The contract will be awarded to the responsive and responsible bidder whose proposal is determined to be the most advantageous to MMLD based on price and other evaluation factors outlined in the Instructions to Bidders. Bidders agree that their bids shall be good and may not be withdrawn for a period of 30 days (excluding Saturdays, Sundays, and legal holidays) after bid opening. MMLD reserves the right to waive any informalities, to accept or reject any or all bids in whole or in part, or to take whatever other action is deemed to be in the best interest of MMLD.
