Powdered Activated Carbon

Grand River Dam Authority (GRDA) is soliciting sealed bids for a blanket contract for the supply of powdered activated carbon. This procurement will establish a framework agreement for the provision of powdered activated carbon to support GRDA's water treatment and operational needs.

Bids must be submitted through the Bid Express website (www.bidexpress.com) by the deadline of June 17, 2026 at 2:00 PM Central Time. Prospective bidders must register with Bid Express to access bid documents and submit proposals. No bids will be accepted via phone, fax, voicemail, or email. Vendor registration on the platform is free, though there is a fee to upload proposals.

A question and answer period is available for clarifications, with all Q&A processed exclusively through the Bid Express website. The Q&A window closes on June 9, 2026 at 10:00 AM Central Standard Time. Questions submitted through other channels such as phone, fax, voicemail, or email will not be accepted.

The new contract will become effective following the 60-day cancellation period of the existing Contract 43483, with final contract award and approval by GRDA's Board of Directors scheduled for July 8, 2026.
