Power Generation, Distribution Engineering & Commissioning Services– A-E Task Order Contract

The County of Orange Public Works Department seeks to pre-qualify firms to provide Architect-Engineer (A-E) and A-E related services for county-wide maintenance and capital projects. This Request for Qualifications (RFQ) will establish Qualified Vendor Lists (QVL) for A-E disciplines, resulting in Board of Supervisors awarded contracts with a three-year term. The County reserves the right to make multiple awards to respondents.

The scope of work includes professional services for Power Generation, Distribution Engineering, and Commissioning Services. A-E is defined as an Architect or Engineer for design and/or engineering of projects. Services will be provided on an as-needed basis to supplement existing resources and meet workload demands and project scheduling commitments. No specified amount of work is guaranteed to respondents; however, negotiated contracted work will be required on an as-needed basis.

• Q&A Deadline: June 19, 2026 at 21:00
• Proposal Deadline: July 3, 2026 at 21:00
• Contract Term: Three (3) years with potential renewal through subsequent solicitations

Responses should address A-E design, project administration, and management services capabilities. The County intends to establish this qualified vendor list for use across various projects as requirements arise. At the conclusion of the contract term, the County may issue a new solicitation to provide additional contractors the opportunity to compete for future services.
