Lakeland Electric Power Production (LE), a municipal electric utility owned by the City of Lakeland, seeks recruitment services from an experienced and reputable staffing agency with established expertise in the power industry. The utility requires specialized recruiting and long-term placement services for experienced Power Plant and heavy industrial technical professionals in operations, maintenance, and other difficult-to-fill positions. Critical roles include experienced operators, controls technicians, and electricians essential to the operation and maintenance of combined cycle generation facilities.

Lakeland Electric operates diverse electricity generating equipment including a Siemens 501G gas turbine combined cycle plant, a General Electric Frame 7EA gas turbine combined cycle plant, two simple cycle gas turbines, and diesel generators, with total current capacity of 665 megawatts. In late 2024, the utility will bring online a new plant consisting of six MAN 18V/60G natural gas reciprocating internal combustion engine (RICE) generators with 120 megawatts total capacity. The recruitment agency must demonstrate documented success in recruiting and placing experienced power plant and heavy industrial technical professionals, with capability to evaluate candidate qualifications in specialized skill sets required by the power industry. LE has experienced difficulty filling vital positions through traditional recruitment methods and requires access to a wider pool of skilled candidates to mitigate workforce aging and critical skill gaps that create unacceptable operational risk.

The selected contractor must possess insurance and satisfy safety requirements as specified in the RFP documents. Proposals must include pricing information and vendor questionnaire responses. Submission is required by May 7, 2024 at 18:00 EST. Questions regarding the proposal must be submitted by April 30, 2024 at 21:00 EST.
