Orange County Power Authority (OCPA) is seeking proposals from qualified financial institutions to provide Prepay Counterparty services for an Energy Prepayment Transaction. The selected consultant will support OCPA in structuring and closing its first prepayment transaction, anticipated by March 31, 2026. OCPA is a Community Choice Aggregator (CCA) that launched service in 2022 and currently serves more than 177,000 customer accounts with an annual load of 2,185 GWh within the Southern California Edison service territory. Member cities include Buena Park, Fullerton, Irvine, and Fountain Valley (scheduled for enrollment in late 2026). The scope of services includes providing underwriting capabilities, structuring prepayment transactions potentially based on forward energy curves, providing short-term energy contracts if needed, structuring transactions that include Renewable Energy Credits (RECs) value, and potential SPV structures. The selected consultant must possess technical expertise, depth of experience, and availability necessary to support OCPA in successfully completing its first prepayment transaction.
