Professional Services related to Enbridge Gas Ohio Pipeline Infrastructure Replacement (PIR) Program

The City of Cleveland seeks professional services to supplement city staff in managing Enbridge Gas Ohio's aggressive Pipeline Infrastructure Replacement (PIR) Program. This is a 30-year, $2 billion program currently in year 15 of implementation across EGO's service area. The contractor will be responsible for ensuring compliance with all City requirements throughout the project duration.

The scope encompasses comprehensive project management and construction oversight services. Enbridge Gas Ohio's preliminary schedule indicates significant pipeline work over the next five years: 26 projects in 2025, 56 projects in 2026, 7 projects in 2027, 10 projects in 2028, and 10 projects in 2029, totaling approximately 37 miles of gas line replacement. The project staffing requirements vary seasonally throughout the contract period.

Staffing requirements include a full-time Project Manager on a continuous basis. During peak construction season, the contractor must provide 3 to 5 full-time inspectors and 1 full-time support administrative assistant. During non-peak construction season and winter months, staffing is reduced to 1-2 full-time inspectors. Detailed position descriptions are provided in the proposal attachments. The initial contract term is one year, renewable for up to four additional one-year terms at the City's discretion, providing up to five years of potential engagement.
