Professional Services - White Oak Creek 12-inch Water Line Replacement Project

The San Jacinto River Authority (SJRA) is requesting Statements of Qualifications (SOQs) for Professional Services related to the White Oak Creek 12-inch Water Line Replacement Project. This project involves the complete replacement of approximately 800 linear feet of 12-inch HDPE water line. The selected consultant shall assess two fused pipe materials that can be installed by horizontal directional drilling (HDD).

Professional Services includes four phases: Preliminary Design, Final Design, Procurement Assistance, and Construction Services. Consultant responsibilities are detailed in the Scope of Work included in the RFQ documents. The project is located in Conroe, Texas, within the San Jacinto River Authority service area.

Key dates and deadlines include: RFQ Release on May 5, 2026; Mandatory Pre-Submittal Conference on May 14, 2026 at 10:00 a.m. at the GRP Operations Building (11998 Pine Valley Dr, Conroe, TX 77304); Deadline for Questions and Inquiries on May 15, 2026 at 4:00 p.m.; Addendum posting (if any) on May 19, 2026 at 11:00 a.m.; Statement of Qualifications Due on May 27, 2026 at 11:00 a.m.; Interviews anticipated in June 2026; and Earliest Award in June/July 2026.
