Programs Engineering RFP

The Southern California Public Power Authority (SCPPA) seeks competitive proposals from qualified respondents to provide comprehensive engineering services supporting its member utilities' customer programs and fleet electrification initiatives. The scope encompasses five primary service areas: (1) Energy Efficiency and Demand Reduction Program Design and Development, including program structure creation, policy development, project documentation, and savings calculation tools; (2) Energy Efficiency and Demand Reduction Incentive Program Implementation and Technical Support, covering project evaluation, equipment inspections, contractor oversight, program support tools, and energy audits; (3) Energy Efficiency Incentive and Demand Reduction Programs Evaluation and Reporting, including savings and cost verification, cost-effectiveness analysis, site inspections, and Evaluation Measurement and Verification (EM&V) activities; (4) Member Utility Fleet Electrification Program Assistance Services, encompassing EV fleet opportunity assessment, fleet charging implementation planning, and Advanced Clean Fleets (ACF) rule compliance support; and (5) General Engineering Services, covering technology assessment, system performance testing, distributed generation evaluation, codes and standards assessment, and staff training and development.

Key Timeline and Deadlines: RFP issuance date April 15, 2026; clarification questions due May 1, 2026; responses to clarification questions due May 8, 2026; proposal submission deadline May 22, 2026 by 5:00 PM PDT; proposal review period May-June 2026; interviews if necessary in June 2026; selection of respondent(s) for negotiation in June 2026; Notice of Intent to Award July-August 2025 (following contract negotiation).

Respondents are not required to submit proposals for all service areas and may propose for one or more categories based on qualifications and capacity. Proposals will be evaluated independently for each service category, with SCPPA reserving the right to award a single contract for multiple categories or multiple contracts to different proposers. SCPPA Member utilities include the municipal utilities of Anaheim, Azusa, Banning, Burbank, Cerritos, Colton, Glendale, Los Angeles, Pasadena, Riverside, and Vernon, plus the Imperial Irrigation District.

Minimum qualifications require respondents to demonstrate clear and comprehensive understanding of customer programs and fleet electrification engineering services, with a minimum of five (5) years of relevant experience delivering such services to electric utilities, public agencies, or similar entities. Respondents with fewer than five years of experience may be considered if they provide detailed justification demonstrating organizational stability, financial solvency, technical expertise, staffing resources, and management capacity.
