Provide Labor and Materials for Well and Booster Pump Maintenance Services for the Water and Power Department

This Invitation for Bid (IFB) solicits labor and materials for comprehensive well and booster pump maintenance services for the City of Pasadena Water and Power Department. The contractor shall furnish all supervision, labor, equipment, and materials necessary to perform these maintenance services. The contract will be structured as a Master Labor and Materials agreement under the City's competitive bidding procedures (PMC 4.08.045).

Key deadlines include a Questions and Answers deadline of July 31, 2025, with the final proposal submission deadline at 7:00 PM Pacific Time on August 7, 2025. All bids must be submitted according to the detailed submittal instructions included in the proposal documents. Bidders are required to provide relevant experience documentation, demonstrate financial capability through bonding requirements, and comply with all federal, state, and local regulations including prevailing wage requirements.

The proposal requires bidders to complete multiple forms and certifications, including a Faithful Performance Bond (Form E), Material and Labor Bond (Form D), Declaration of Noncolusion, Relevant Experience Form (Form C), Subcontractor Listing (Form F), and various federal certifications. Additional requirements include proof of Unique Entity ID registration with SAM, Disclosure of Lobbying Activities, a DoIT Technical Questionnaire, and Emergency FEMA Terms and Conditions compliance.
