PSCo 2025 All-Source Request for Proposals

Public Service Company of Colorado (PSCo), an operating company subsidiary of Xcel Energy Inc., is issuing a Near-Term Procurement (NTP) Request for Proposals to procure tax-advantaged clean generation and firm generation in response to the recent passage of H.R. 1 by Congress and recent directives from Governor Polis. The NTP RFP seeks bids for various generation technologies including renewable energy (solar, wind), storage systems, natural gas generation, and hybrid configurations (solar with storage).

Bidders may submit proposals under two primary commercial structures: Power Purchase Agreements (PPAs) for third-party developers or Company Ownership arrangements where PSCo directly owns the generation assets. Multiple model documents are provided corresponding to different technology types: Dispatchable Generation, Standalone Storage, Renewable Energy, and Solar with Storage (with both capacity payment and energy-only payment options). Technical specifications and term sheets are available for each technology category to guide bidders in proposal development.

The RFP schedule includes key milestones with the Bidder's Conference held on September 16, 2025 at 9:00 a.m. Mountain Time as a virtual town hall via Microsoft Teams. Prospective bidders must submit a Notice of Intent to Respond (NOIR) by September 24, 2025 at 4:00 P.M. Mountain Time through Microsoft Forms. This registration is required to receive access to the secure bid submission portal (XpressDRIVE). All bids must be submitted electronically as single .zip files with completed bid forms in executable format.

Proposal submissions are due by October 6, 2025 at 4:00 P.M. Mountain Time. Late submissions will be rejected unless the Company determines otherwise. The evaluation and selection process is scheduled for completion by December 5, 2025, with a written Commission Decision expected by February 9, 2026.
