Public DC Fast Chargers: Phase 12

Efficiency Maine has issued a Request for Proposals (RFP) for the installation and operation of public DC fast chargers for electric vehicles (EVs) in rural locations across Maine. This Phase 12 solicitation offers reimbursement of up to $900,000 per site for qualifying projects. At least one DC fast charging port is required, and the chargers must be physically located in select rural areas as specified in the RFP. Funding for this initiative comes from the settlement of the New England Clean Energy Connect (NECEC) project, and the NEVI standards do not apply except where explicitly incorporated by reference.

Bidders must submit a complete proposal package that includes a signed and dated Attachment B (Incentive Agreement) accepting all terms or providing redlines for consideration, a completed Attachment A (Project Cost Form), the applicable utility load sheet (Attachment C, D, E, or F) for the service territory, and a signed Attachment G (W-9). Additionally, an executed host site agreement granting year-round, 24/7 access for the full Incentive Agreement term is required. The property owner status must be disclosed and an executed agreement provided if the bidder is not the owner.
