Puerto Rico Electric Power Authority Costa Sur New Generation Facility RFQ

The Puerto Rico Public-Private Partnerships Authority (Authority) and the Puerto Rico Electric Power Authority (PREPA) seek qualified private sector entities to develop a new generation facility at the existing Costa Sur Power Plant complex in Guayanilla on Puerto Rico's southern coast. This Request for Qualifications (RFQ) initiates a competitive procurement process for a long-term public-private partnership (PPP) to develop firm generation capacity that will eventually replace two existing natural gas units (Costa Sur 5 and Costa Sur 6).

The Generation Facility must consist of individual units between 150 and 200 MW with a combined total capacity not exceeding 600 MW. The facility shall utilize combined-cycle gas turbine generation technology with simple-cycle capability, fast start capability, fast ramp-down capability, and black-start capability. The facility must be capable of dual-fuel operation using natural gas and ultra-low sulfur diesel (ULSD) fuel oil. Coal-fired and nuclear resources are not permitted under applicable law. The facility must achieve an annual equivalent availability factor of at least 95 percent as defined by NERC standards and provide operational flexibility to support renewable energy integration and manage daily load variations exceeding 1,000 MW between minimum and peak demand.

Respondents must demonstrate experience developing, permitting, engineering, designing, financing, constructing, installing, testing, managing, operating, and maintaining firm generation capacity facilities. The Private Partner will be responsible for all aspects of project development including siting, design, permitting, financing, construction, installation, and operation. Respondents are expected to propose an accelerated schedule targeting full commercial operation within 30 months following notice to proceed. The facility must comply with all federal codes and regulations including ANSI, NEMA, IEEE, ASME, ASCE, ASTM International, NFPA, NESC, and NEC standards for tropical island environments subject to earthquakes and hurricanes.

Key dates include: RFC deadline of March 6, 2026 at 5:00 PM AST; RFC responses issued by March 12, 2026; SOQ submission deadline of March 17, 2026 at 5:00 PM AST; Authority RFC responses due March 20, 2026; and estimated notification of Qualified Respondents by March 24, 2026. The goal is to execute the PPP Contract by mid-2026. Respondents must coordinate with existing projects at the Costa Sur site including a 200 MW emergency generation plant, a Battery Energy Storage System (BESS) project, and a 200 MW peaker project being developed by Genera.
