Purchase of New York Tier 1 Eligible Renewable Energy Certificates

NYSERDA is procuring Tier 1 eligible Renewable Energy Certificates (RECs) from Bid Facilities that meet specified eligibility requirements. This RFP is implemented through a two-step process to ensure facility qualification and competitive evaluation.

Step One involves an Eligibility Application where proposers must provide comprehensive information regarding the proposer and the Bid Facility, along with evidence that the Bid Facility meets Tier 1 eligibility criteria. NYSERDA will notify all prospective proposers of their eligibility status, with qualified proposers receiving a Notice of Qualification.

Step Two consists of a competitive Bid Proposal solicited in two phases. During this phase, NYSERDA will examine each Bid Proposal to verify that the Bid Facility and Proposer meet all Minimum Threshold Requirements. Proposals meeting minimum requirements will undergo competitive evaluation based on price and non-price factors. Eligible proposers will receive detailed instructions for submitting Step Two Bid Proposals.

Key submission deadlines include Round 1 due date of May 19, 2026. Proposers should refer to the RFP details for additional deadlines, submission instructions, and specific requirements. All contractors producing content for publication must adhere to NYSERDA's Accessibility Policy for deliverables including documents, audio, video, graphics, and web pages.
