Pure Water AV- Demonstration Facility Membrane Filtration And Reverse Osmosis System

Palmdale Water District (PWD) seeks proposals for the supply of a complete Membrane Filtration and Reverse Osmosis (MF-RO) system for the Advanced Water Treatment Demonstration Facility as part of the Pure Water Antelope Valley (PWAV) program. The PWAV is a regional indirect potable reuse (IPR) project designed for groundwater augmentation via direct injection under Title 22 California Code Regulations. The demonstration facility will support public education, permit demonstration testing, full-scale design criteria development, and operator training.

The MF-RO system must include: one membrane filtration (MF) system capable of testing multiple membrane elements simultaneously; one primary reverse osmosis (RO) system operable as 2 or 3 stage conventional RO configuration; one or two secondary RO system(s) for testing high recovery applications using 2nd stage concentrate from the primary RO; and integration with a UV-AOP system utilizing low-pressure high output lamps with sodium hypochlorite oxidant. The full-scale facility is designed for approximately 5 MGD capacity with future expansion capability to 10 MGD. The source water will be tertiary treated water from Los Angeles County Sanitation District's Palmdale Water Reclamation Plant (PWRP) and potentially the Lancaster Water Reclamation Plant (LWRP).

The procurement follows a two-phase approach. Phase 1 involves design submittal production and review revisions under a Purchase Order contract. Phase 2 includes a guaranteed not-to-exceed price for equipment, construction support, startup services, warranty, and performance bond. The selected supplier's final OWNER-approved design submittal package will be incorporated into a general construction contract to be advertised separately by PWD. The supplier will provide Phase 2 equipment and services through a subcontract or purchase order to the construction contractor.
