Pure Water AV- Demonstration Facility Secondary Reverse Osmosis System

Palmdale Water District (PWD) is soliciting proposals for a Secondary Reverse Osmosis (RO) system as part of the Pure Water Antelope Valley (PWAV) regional recycled water program. This indirect potable reuse (IPR) project will be permitted under Title 22 Code of California Regulations for groundwater augmentation via direct injection. The Advanced Water Treatment Demonstration Facility will serve multiple purposes: public education and tours, demonstration testing for permitting approval, full-scale design criteria development, and operator training.

The demonstration facility will have an initial capacity of approximately 5 MGD, receiving tertiary treated water from Los Angeles County Sanitation District's Palmdale Water Reclamation Plant (PWRP) as source water, with potential future expansion to 10 MGD and the ability to receive water from the Lancaster Water Reclamation Plant (LWRP). The facility will include a microfiltration system, primary RO system (capable of 2 or 3 stage operation), one or two secondary RO systems for high recovery testing, and a UV-AOP system with low-pressure high output lamps and sodium hypochlorite oxidant.

This RFP specifically seeks a complete and operable Secondary RO System consisting of either Closed Circuit Reverse Osmosis or Pulse Flow Reverse Osmosis technology that meets all specified experience, technical, and performance requirements detailed in Part B Technical Specifications and either Part C (Closed Circuit RO) or Part D (Pulse Flow RO) specifications. The selected supplier will be responsible for design submittal production and review revisions (Phase 1), followed by a guaranteed not-to-exceed price for equipment, construction, and startup support services (Phase 2). Phase 1 work will be executed under a Purchase Order contract, with Phase 2 pricing subject to escalation based on specified contract terms. If the demonstration facility construction proceeds, the final owner-approved design submittal package from the selected supplier will be incorporated into a general construction bid, with the selected supplier providing Phase 2 equipment and services through a subcontract to the construction contractor.
