Pure Water AV- Demonstration Facility UV-AOP System

Palmdale Water District is pursuing the implementation of Pure Water Antelope Valley (PWAV), a regional recycled water program designed to improve water supply resiliency and groundwater aquifer management. This RFP seeks a complete and operable UV-AOP (Advanced Oxidation Process) system for an Advanced Water Treatment Demonstration Facility that will process tertiary treated water from Los Angeles County Sanitation District's Palmdale Water Reclamation Plant.

The Demonstration Facility will serve multiple purposes including public education, demonstration testing for permitting approval, full-scale design criteria development, and operator training. The facility is planned with an initial capacity of approximately 5 MGD with potential future expansion to 10 MGD and the ability to receive water from additional sources. The UV-AOP system must include low-pressure high output lamps with sodium hypochlorite as the oxidant and integrate with other major treatment processes including microfiltration, primary RO, and secondary RO systems.

The selected supplier will execute a two-phase contract: Phase 1 involves design submittal production and review revisions, and Phase 2 includes a guaranteed price for equipment, construction support services, startup support, warranty, and performance bond. The final Owner-approved design package will be incorporated into a general construction contract to be advertised as a Request for Bid. The supplier would provide Phase 2 equipment and services through a subcontract to the construction contractor.

Key dates include a Q&A deadline of October 21, 2022 at 11:30 PM and a proposal submission deadline of November 5, 2022.
