Rancho Boiler Replacement Project

The Las Virgenes Municipal Water District (LVMWD) seeks proposals for the Rancho Boiler Replacement Project at the Rancho Las Virgenes Composting Facility. The facility operates three mesophilic anaerobic digesters with a capacity of 1.16 million gallons each, constructed in 1994 and 2012. The District is seeking to install a second boiler to increase system reliability and redundancy. The existing indirect fired boiler system can operate on either digester gas or natural gas and is rated to generate 2400 MBH (million BTUs per hour). The District seeks to install a second boiler with similar functionality and specifications.

Key Project Details and Timeline: The pre-proposal meeting is scheduled for June 19, 2025 at 4:00 PM. The questions and answers (Q&A) deadline is June 20, 2025 at 10:00 PM. The proposal submission deadline is July 3, 2025 at 3:00 PM through the Procurement Portal. Proposals must be submitted electronically via https://procurement.opengov.com/portal/lvmwd no later than the specified deadline.

Submission Requirements: All proposals must include a pricing proposal and vendor questionnaire. Proposers must demonstrate minimum consultant qualifications as outlined in the RFP. The District has provided record drawings of the original boiler system and a sample professional services agreement. Disadvantaged Business Enterprise (DBE) requirements apply to this procurement and are detailed in the DBE Attachment.

Evaluation: Proposals will be evaluated based on established evaluation criteria including consultant qualifications, technical approach, experience with similar projects, and pricing. The District will select the most qualified proposer based on the comprehensive evaluation of all submission materials.
