Raymond UUD Civil Construction Services

The City of Pasadena Water and Power Department seeks competitive bids for civil construction services to underground existing overhead utility facilities in the Raymond Underground Utility District. The project is a joint effort involving the City and private communication companies operating in the district area. Scope of work includes joint trench activities and installation of substructures per provided plans. The project area is bounded by N. Raymond Avenue from the north City Border north of Montana Street, south to Maple Street. Work will be conducted in the right-of-way as previously described and includes providing conduit systems for service to each parcel to be converted within the district.

Key dates include a pre-proposal meeting scheduled for August 6, 2024 at 5:00 PM PT, a questions and answers deadline of August 22, 2024 at 5:00 PM PT, and a proposal submission deadline of September 9, 2024 at 8:00 PM PT. Bidders must submit responses using the Labor and Materials competitive bidding template per PMC 4.08.045. All proposals must include required forms including material and labor bond forms, faithful performance bond forms, relevant experience documentation, subcontractor listings, and technical questionnaires. Federal contract provisions and HUD requirements apply to this solicitation.

Required insurance, performance bonds, and compliance with all City requirements and federal regulations are mandatory. Bidders must demonstrate relevant experience in similar utility undergrounding projects. Complete project drawings, conduit design specifications, and safety requirements for open excavations are provided in the attachment documents. The project involves coordination with multiple utility companies and adherence to Spectrum Rule 20 design standards for conduit systems.
