Greenville Utilities Commission (GUC) requests sealed proposals for furnishing and installation of foundations for the Boviet Substation located at 5442 MLK Jr. Blvd, Greenville, North Carolina 27834. The work includes complete installation of reinforced concrete foundations, site work, excavation, off-site disposal of excavated spoils, grading, backfilling, and compaction of all excavations to restore existing grade levels. The project encompasses five bid items: Control House Pad, Generator Pads, Distribution Transformer Pads and Oil Containment, Drilled Piers (consisting of nine different pier types ranging from P1 through P9 with varying quantities and concrete/rebar requirements), and Breaker Pads.
The desired project timeline for completion of work is eight (8) weeks from notice to proceed. Installation of all piers greater than 30 inches diameter requires use of permanent casings or slurry mix for placement. Permanent casings placed through impact or vibration may be quoted as an alternate method requiring owner evaluation and approval. A seasonal high water table exists at 18 inches below surface and efforts to mitigate its effects shall be considered. The scope includes furnishing all materials, supervision, labor, tools, equipment, and supplies necessary for complete installation with all construction performed in a workmanlike manner conforming to the latest editions of the National Electrical Code, North Carolina Building Code, National Electric Safety Code, and National Fire Protection Association Codes.
Key dates: Q&A deadline is April 28, 2026 at 5:00 PM EDT. Addendum 1 was issued on April 23, 2026. Bids will be opened on May 5, 2026 at 2:00 PM EDT. The site is anticipated to be ready for foundation installation around July 20th. Contractor responsibilities include obtaining and paying for all permits, licenses, certificates, and inspections required for site construction. All deliveries must be made FOB to the Boviet Substation coordinates 35°39'28.9"N 77°20'59.8"W between 8:00 AM and 4:30 PM Monday-Friday only.
