Re-Bid for Boviet Substation Labor & Construction

Greenville Utilities Commission is seeking sealed bids for the furnishing of labor and construction services for the Boviet Substation, a 115 kV to 15 kV distribution station designed for three 20 MVA (base) power transformers with two units to be installed initially. The project involves comprehensive substation construction including installation of steel structures, cable trench systems, conduit, and ground grid infrastructure.

The scope of work includes assembling and erecting all Owner-furnished steel structures (tubular steel or wide flange columns on drilled pier foundations with aluminum tube bus work and flexible cables); connecting 115 kV and 15 kV power transformer leads; installing eight 15 kV breakers and two 115 kV circuit switchers with associated assembly, grounding, and power leads; installing group operated and hookstick switches; assembling bus insulators, arresters, conductors, connectors, and hardware; installing swaged bus connectors; furnishing and installing control system conduits and cable trenches to interconnect control cabinets; and installing subsurface ground rods, ground grid conductors, exothermic connectors, and all required bonding to equipment cases, structures, and conductive surfaces. The contractor must furnish all supervision, labor, tools, equipment, and supplies necessary for complete installation per drawings and specifications.

Key dates include a bid deadline of May 15, 2026 at 2:00 PM EDT, with bids to be opened publicly immediately thereafter. Questions regarding the bid must be received via email by or before 5:00 PM EDT on May 12, 2026. The desired project timeline for completion is eight weeks from notice to proceed, with liquidated damages assessed at $4,000 per calendar day for failure to meet the construction schedule. The site is expected to be ready for steel erection in mid-September 2026. Within ten working days after contract award, the contractor must submit a complete list of materials and equipment for approval. All work must comply with the National Electrical Code, North Carolina Building Code, National Electric Safety Code, and National Fire Protection Association Codes.
