RE-RFQ for ENGINEERING SERVICES for NATURAL GAS PRELIMNARY ENGINEERING REPORT FOR THE PITT COUNTY NORTH MEGASITE DEVELOPMENT

Greenville Utilities Commission (GUC) seeks qualified engineering firms to prepare a comprehensive Preliminary Engineering Report (PER) for natural gas infrastructure development supporting the Pitt County North Megasite, located approximately seven miles north of Greenville, North Carolina. The PER will serve as the foundational document for planning, design, and securing funding for necessary natural gas infrastructure to support industrial development on the megasite property.

The scope of services includes: (1) comprehensive site survey to gather existing utility infrastructure data; (2) analysis of existing GUC natural gas mains, delivery points, City Gate and Regulator Stations using existing Synergi Gas models to evaluate available capacities; (3) projected utility demand analysis including immediate and future natural gas usage for potential megasite tenants, peak and average demand projections over the planning horizon with Phase I analysis, and review of current supply from Piedmont Natural Gas; (4) alternatives analysis identifying and evaluating multiple options for extending and upgrading natural gas infrastructure with attention to cost-effectiveness and environmental impacts; (5) preliminary design and cost estimates for recommended utility infrastructure improvements including potential routes, required capacities, and construction cost estimates focused on Phase I improvements only; and (6) delivery of both draft and final PER documents incorporating feedback from GUC, local planners, funding agencies, and community representatives.

Key dates include: RFQ re-issued June 17, 2026; questions deadline June 30, 2026; qualification packages due July 9, 2026 at 2:00 PM EDT; screening completion by July 16, 2026; potential interviews July 20-21, 2026; contract execution on or about August 16, 2026; draft PER due May 2027; final PER due October 2027. The consultant must be licensed to practice engineering in North Carolina and demonstrate recent specialized experience with large-scale natural gas infrastructure construction in the region.

Submittals must include: cover letter, brief firm history, statement of professional qualifications with key staff résumés and designated project manager, list of recent similar projects with client references, subconsultant information if applicable, schedule of hourly rates by personnel classification, conceptual project schedule with specific milestones, office location and key permanent staff, special considerations, and required compliance forms. Responses are limited to 40 pages double-sided with 11-point minimum font size, requiring four hard copies and one PDF digital copy.
