ReBid Western Branch Water Resource Recovery Facility Potable Water System Upgrade

The Washington Suburban Sanitary Commission (WSSC) is soliciting sealed bids for construction of a potable water system upgrade at the Western Branch Water Resource Recovery Facility in Laurel, Maryland. The project includes construction of a new well house, installation of water lines and connections to treatment plant buildings, installation of new electrical duct bank connecting to an existing manhole, and completion of all sitework including erosion and sediment controls, site grading, and pavement restoration.

The Western Branch facility currently relies on a groundwater well drilled in 1966 that is approximately 341 feet deep. The well lies within the flood plain, and the piping and components within the below-ground well vault are corroded. Recent water quality sampling has tested positive for total coliforms. The facility expanded from 5 MGD to 30 MGD in the mid-1970s, and the potable water system serves the entire plant including fire hydrants on the east side.

Key deadlines include: Pre-Proposal Conference on June 3, 2026 at 2:00 PM; Questions and Answers deadline of June 9, 2026 at 6:00 PM; and Proposal submission deadline of June 26, 2026 at 2:00 PM via WSSC's eProcurement Portal. All responses must be submitted electronically prior to the deadline; late responses will not be accepted.

Bidders must meet minimum qualifications and comply with MBE/SLBE program requirements. Detailed technical specifications, contract drawings, scope of work, and bid forms are available through the portal. The project is subject to liquidated damages provisions and standard construction bonding and insurance requirements.
