PacifiCorp is proposing to purchase Renewable Energy Credits ("RECs") to meet the supply requirements of its Green-e certified voluntary program, Blue Sky. The RECs should be up to fifty percent (50%) wind and at least fifty percent (50%) solar, with commercial operation date on or after January 1, 2007. Preference is half of the RECs to be from wind generation and half of the RECs to be from solar generation, with all RECs being sourced from newer facilities with newer on-line dates. Resource must submit "Green-e Energy Attestation from Generator Participating in a Tracking System" form to Green-e and have Green-e's acceptance of the form. Resource location preferences are from facilities within the three states served by Rocky Mountain Power – Utah, Wyoming, and Idaho, followed by facilities within the WECC. Preferred minimum offer of 9,500 RECs with specific vintage periods: 3,500 RECs for January 2019 – December 2019, 3,500 RECs for January 2020 – December 2020, and 2,500 RECs for January 2021 – December 2021.
