RECs Reverse RFP Summer 2026

PacifiCorp is soliciting bids to purchase unbundled Oregon-allocated Renewable Energy Certificates (RECs) in this reverse RFP. The RECs offered are from eligible renewable resources and are available for any period from January 2007 through December 2026. These RECs are offered with no labels or certifications, and the generation associated with the Oregon-allocated RECs is reported to the Oregon Department of Environmental Quality as emissions-free. Consistent with ORS 469A.410(2), ORS 469A.430, ORS 469A.460, and the Oregon Public Utility Commission's decision in Order 24-002, RECs are not relevant for compliance with HB 2021.

Bidders must submit a completed Bid Response Form (Exhibit A) via email to the contact address provided. The submission deadline is Friday, June 26, 2026, at 5:00 p.m. Pacific Prevailing Time.

Key dates in the RFP schedule include: RFP issuance on June 12, 2026; questions due June 17, 2026; proposals due June 26, 2026; evaluation completion and bidder notifications by July 6, 2026; and completion of negotiations with execution of underlying agreements by July 24, 2026. PacifiCorp reserves the right to not accept any bids and may cancel this solicitation at any time and at its own discretion.
