Replace Pasadena CAISO Meters

Pasadena Water & Power (PWP) is soliciting bids for the replacement of Remote Intelligent Gateway (RIG) and existing CAISO meters at two locations: the Glenarm Dispatching Station and the TM Goodrich Receiving Station in the City of Pasadena, California. The scope of work includes replacement of ten (10) existing meters at the Glenarm Dispatch Center, addition of two (2) new meters to support the Glenarm Battery Energy Storage System (BESS) project at the Glenarm Dispatch Center, and replacement of three (3) existing meters at the TM Goodrich Receiving Station, for a total of fifteen (15) meters to be installed.

The selected Contractor will be responsible for the complete installation, inspection, testing, commissioning, and certification of all fifteen (15) meters. All new revenue meters will be furnished by PWP. The Contractor must install the meters in existing meter sockets and existing meter cabinets, load PWP-provided meter programs into the meters, perform all testing and calibration work, and provide meter certification. For the two new BESS meters, the Contractor will perform loading of PWP-provided meter programs, calibration, installation, testing, meter certification work, and provide completed Meter and Site Verification (MSVS) forms to PWP. PWP will coordinate with CAISO regarding meter outages required for replacement work and for New Resource coordination related to the BESS meters.

Key deadlines include a Pre-Proposal conference on November 17, 2025, a Questions and Answers (Q&A) deadline of December 2, 2025, and a final proposal submission deadline of December 15, 2025 at 7:00 PM. This is a Labor & Materials competitive bidding project under PMC 4.08.045. Bidders must comply with prevailing wage requirements, federal contract provisions, insurance requirements, and HUD requirements as specified in the solicitation documents.
