Replace Pasadena CAISO Remote Intelligent Gateway (RIG)

Pasadena Water & Power (PWP) is seeking qualified contractors to replace the Remote Intelligent Gateway (RIG) at the Glenarm Dispatching Station and integrate the Glenarm Battery Energy Storage System (BESS) project as a new resource to the RIG. The scope of work includes furnishing and installing new RIG equipment in the existing Glenarm Dispatching Station Communications Room, updating existing drawings, preparing new schematics and wiring diagrams, programming the new RIG, and performing all on-site testing and certification work required to achieve a complete, certified CAISO RIG installation.

The contractor shall be responsible for preparing all CAISO deliverables required for RIG certification. Services include coordination with a separate Metering Contractor who will furnish and install new CAISO revenue meters; the contractor must support point-to-point testing of all telemetering points from meters to the new RIG and participate in RIG Acceptance Testing with CAISO. PWP will provide coordination and communications with CAISO regarding RIG outages required for replacement work and will coordinate with CAISO for the new BESS resource integration.

Deliverables include as-built drawings of RIG schematics and wiring diagrams for all equipment installed, provided in AutoCAD DWG format. The project is subject to California prevailing wage requirements, federal contract provisions, and HUD requirements. Key dates include a pre-proposal meeting on November 17, 2025, Q&A deadline of December 2, 2025, and proposal submission deadline of December 15, 2025 at 19:00 PST. The work involves technical expertise in CAISO interconnection standards, RIG programming, metering integration, and power plant communication systems.
