Request for Information (RFI) – National Electric Vehicle Infrastructure Program Investments in the REV West States

The National Association of State Energy Officials (NASEO) is soliciting input on behalf of the Regional Electric Vehicle Plan for the West (REV West) signatory states regarding the strategic deployment of electric vehicle (EV) charging infrastructure along designated Alternative Fuel Corridors using funds from the National Electric Vehicle Infrastructure (NEVI) Formula Program. This RFI seeks comprehensive feedback from EV charging industry stakeholders, equipment manufacturers, and service providers to inform the development of EV Infrastructure Deployment Plans and NEVI program implementation across REV West states.

Respondents are requested to provide detailed information across multiple categories including company characteristics, equipment and systems capabilities, and policy guidance for state planning. Key topics include manufacturing and installation capabilities for DC fast-charging stations meeting Federal Highway Administration (FHWA) guidance and Buy America requirements, software capabilities for load management and smart charging, open protocol interoperability, workforce training programs, and long-term financial sustainability approaches for charging networks.

The RFI specifically addresses state policy development considerations such as determining optimal locations for new charging infrastructure versus upgrades to existing stations, appropriate charging capacity levels, standards for verifying electricity delivery, future-proofing requirements, integration of energy storage and distributed generation, and approaches to ensure quality customer experience and network uptime. Additional areas of focus include utility rate impacts on infrastructure development, customer pricing strategies, data security and sharing protocols, private sector investment maximization, rural and underserved community deployment barriers, and equity considerations.

Responses must be received by May 26, 2022, and should be submitted via email to Cassie Powers at NASEO. Proprietary information should not be included in responses. Comments received will be shared with all participating REV West states and may be distributed to states outside the REV West region to inform broader EV infrastructure deployment strategies.
