Request for Information: State-Level EV Planning Documents for Online Clearinghouse

NASEO and DOE are compiling an online clearinghouse of state EV infrastructure planning documents—RFPs, staffing models, siting tools, evaluation rubrics, and operational standards—to support nationwide EV charging deployment under the Infrastructure Investment and Jobs Act. State agencies and organizations can submit published materials and internal program documents by February 2 to populate the beta clearinghouse launching mid-February. The repository will serve as a centralized resource for states developing and implementing EV infrastructure programs and establishing charging station best practices.

AI overview

NASEO, in partnership with the U.S. Department of Energy, National Renewable Energy Laboratory, American Association of State Highway and Transportation Officials (AASHTO), ICF, and Atlas Public Policy, is developing an EV State Planning Clearinghouse, a one-stop-shop for state agencies planning and implementing electric vehicle infrastructure programs under the Infrastructure Investment and Jobs Act. This password-protected website will compile EV program documents from states, including model RFPs, staffing and budgetary models, EV siting and assessment tools, frequently asked questions documents, and other resources to support the buildout of a nationwide network of EV charging stations.

NASEO invites state agencies and organizations to submit program documents and resources used during EV planning and implementation processes. Submissions may include published materials and non-sensitive internal documents such as Requests for Proposals, Requests for Information, Requests for Quotation, Requests for Applications, grant contracts, state-vendor contracts, scoring rubrics, evaluation criteria, EV charging station standards, station operation processes, stakeholder engagement templates, job descriptions, staffing and budgetary models, siting assessments and tools, project proposals, and EV planning documents. Regional EV collaboration materials, online resources, toolkits, and program-specific webpages are also welcome.

The clearinghouse is intended to serve as a centralized repository to help state agencies efficiently develop and implement EV infrastructure programs and establish best practices for charging station deployment and operations across the nation. A beta version of the website is planned for mid-February launch, with ongoing collection of additional resources as they become available.

Key deadline: All documents and resources must be submitted by Wednesday, February 2.
