Request for Proposal for Hosting Services

The City of Cleveland Department of Public Utilities (DPU) seeks a qualified hosting vendor to provide infrastructure and support services for the Customer Care and Billing (CC&B) system, which serves Cleveland Water District (CWD) and Cleveland Public Power (CPP). The CC&B system, currently at version 2.7, handles customer information management including billing, rates, collections, field service, meter reads, and meter management for approximately 400 users. The system currently manages water billing for CWD and CPP, plus solid waste and wastewater billing on behalf of the City of Cleveland and surrounding suburbs, as well as serving as the billing agent for the Northeast Ohio Regional Sewer District with approximately 280,000 accounts.

The current production environment consists of a 2-node Oracle Real Application Cluster (RAC) configuration hosted on OCI cloud, with a disaster recovery (DR) environment configured as a single-node RAC. The infrastructure includes eight total instances: production, DR, four test environments, one development environment, and one training environment. DPU plans to upgrade to a like-for-like footprint with both Production and DR adopting 2-node RAC configurations. The selected vendor must have established partnerships and resources to work with Oracle and manage the transition from the current hosting vendor before the existing contract expires in spring 2024.

Key dates include a pre-proposal meeting scheduled for February 15, 2024 at 3:00 PM, a questions and answers deadline of February 21, 2024 at 5:00 PM, and a proposal submission deadline of February 29, 2024 at 5:00 PM. Proposals must include fee proposals, technical qualifications, implementation plans, and compliance with equal opportunity requirements as specified in the RFP appendices.
