Request for Proposal for Professional Design-Build Services for Thurgood Marshall Recreation Center - Mechanical Improvements - AR2201

The City of Cleveland is requesting proposals for design-build professional services for mechanical and electrical improvements at the Thurgood Marshall Recreation Center. The project scope includes design and construction of HVAC and electrical system upgrades prepared to Schematic Design level by IKM Architecture and Algebra AEC.

Mechanical improvements encompass demolition and replacement of five existing air handling units (AHUs) with new packaged HVAC units featuring gas heat and air conditioning to provide acceptable thermal comfort and air quality. The existing units are heating-only with steam-provided heating coils that have experienced corrosion and leaks. New ductwork installation or modifications will be required, along with new duct smoke detectors connected to the existing fire alarm panel. The existing boilers will remain in place to supply steam to baseboards and wall convectors.

Electrical improvements include increasing electrical service capacity to accommodate higher electrical loads from the new HVAC units with air conditioning, with additional power provisioned for a future elevator (not part of this project scope). The project requires installation of a Direct Digital Controls System to manage the new HVAC units and exhaust fans, including temperature control and systems integration. Structural engineering analysis is necessary to assess roof loads from new HVAC units and determine any additional support structures or modifications needed for new and existing roof openings.

Architectural work is limited to modifications and repairs resulting from mechanical, electrical, and fire protection upgrades. This includes roof patches, flashing, new roof openings and penetrations for refrigerant lines and electrical service, fire-rated safing, and sealants. The building will remain fully occupied during construction, requiring the Design-Build team to coordinate phasing with occupants and provide temporary power and heating during operational periods. The Design-Builder must evaluate potential separate bid packages if identified by the Director of the Mayor's Office of Capital Projects.
