Request for Proposal - RCCC - Buildings 555 & 570 - Replace HVAC Units with Chilled Water-Hot Water System, CC-080079-00

The County of Sacramento is soliciting requests for proposals for the Sacramento County Rio Cosumnes Correctional Center (RCCC) to replace twenty (20) packaged gas-electric rooftop HVAC units with individual rooftop chilled water and hot water air handlers paired with a new grade level chilled water and heating hot water heat pump plant. The proposed system will be all-electric and designed to comply with Chapter 11 of the 2025 California Mechanical Code, which prohibits high-probability direct expansion refrigeration systems in I-3 occupancies (incarcerated persons facilities).

The existing mechanical infrastructure at RCCC is aging and beyond useful life. Current California Mechanical Code restrictions, in place since 2016, prohibit replacing direct expansion HVAC units in kind at I-3 occupancies. Additionally, Sacramento County's approved Climate Action Plan (effective November 2024) requires approximately 85% carbon reduction from 2021 emissions levels by 2045, making this replacement project an opportunity to transition from natural gas-sourced HVAC to air source heat pump alternatives. The electrical connection for the central plant will be sourced from the existing South electrical yard as a new feeder.

Key dates include: Pre-Proposal meeting on April 8, 2026 at 8:00 PM; Q&A deadline of April 16, 2026 at 12:00 AM; and Proposal submission deadline of April 30, 2026 at 9:00 PM. The project was released on March 23, 2026.

Responses should include full design services documentation, compliance demonstrations with the 2025 California Mechanical Code, and detailed technical specifications for the chilled water and heating hot water system components.
