Request for Proposal (RFP) for Professional Audit Services For Fiscal Years 2025, 2026, and 2027

Zone 7 Water Agency, a dependent special district of the Alameda County Flood Control and Water Conservation District, is seeking qualified independent certified public accounting firms licensed to practice in California to provide comprehensive financial audit services. The scope covers fiscal years ending June 30, 2025, June 30, 2026, and June 30, 2027, with an option to extend for two additional one-year periods.

Zone 7 Water Agency is responsible for providing wholesale treated and untreated water, flood control, and groundwater management throughout eastern Alameda County, serving a population of over 261,000 people across 425 square miles. The Agency operates through eight funds (governmental and proprietary) and maintains two enterprise resource planning systems: Tyler Technologies New World Systems and Oracle Government Financials (Alcolink Financials). The Agency generates revenues from property taxes, water sales, development fees, and interest, with four retail water customers: City of Livermore, City of Pleasanton, Dublin-San Ramon Services District, and California Water Service Company - Livermore District.

The Agency also manages the Livermore Valley Water Financing Authority, a joint powers authority formed in 2017 to assist in financing public capital improvements. As part of this arrangement, the Agency must file the annual Special Districts Financial Transaction Report to the State Controller's Office. Proposals must address the preparation and audit of a comprehensive Annual Comprehensive Financial Report (ACFR), with the prior fiscal year 2023-2024 ACFR available as reference.
