Request for Proposal (RFP) - RCCC Campus Electrification Plan, CC-080161-00

The County of Sacramento seeks a qualified consulting firm to develop pre-design documents for the Rio Cosumnes Correctional Center (RCCC) Campus Electrification Plan. The project's primary objective is to create a comprehensive plan for replacing the facility's aging HVAC infrastructure by transitioning from natural gas fuel sources to electrified alternatives, specifically air source heat pump systems.

The existing mechanical infrastructure at RCCC is aging, with several rooftop HVAC units serving inmates and staff operating beyond their useful life. The design work must comply with Chapter 11 of the 2022 California Mechanical Code, which prohibits high-probability direct expansion refrigeration systems (packaged units) at I-3 occupancies (correctional facilities). The standard approach involves replacing direct expansion systems with centralized hydronic chilled water plants that deliver cooling and heating capacity to custom chilled water air handlers.

This project aligns with Sacramento County's approved Climate Action Plan (CAP), which mandates approximately 85% carbon reduction from 2021 emissions levels by 2045. By replacing natural gas-sourced HVAC units with air source chiller/heater alternatives, the electrification project supports these climate goals. The Department of General Services (DGS), Architectural Services Division (ASD) is concurrently developing a connection project from RCCC campus to a recently constructed SMUD 69kV substation north of the campus. While the substation connection design is excluded from this scope, utility line design to the proposed location must be included in cost considerations.
