Request for Proposals: 2027 Residential Building Stock Assessment

The Northwest Energy Efficiency Alliance (NEEA) is seeking qualified contractor(s) or teams of contractors to conduct the 2027 Residential Building Stock Assessment (RBSA). The RBSA is a regionally representative assessment of single-family and multi-family residences and buildings across the Northwest that documents building characteristics, equipment, and other factors influencing residential energy use.

The 2027 RBSA will collect comprehensive data on appliances, building envelope, demographics, energy consumption, lighting, HVAC systems, plug loads, water heating, and windows in single-family homes and multi-family units and buildings. Data collection will occur through recruiting surveys, on-site visits, and acquisition of electric and natural gas consumption data. The resulting dataset will support regional resource planning, efficiency program development, and energy usage forecasting throughout the Northwest region.

The 2027 RBSA RFP is organized into two focus areas, with bidders having the option to respond to one or both: Focus Area 1 covers Study Design and Implementation, while Focus Area 2 addresses Field Data Collection. Additionally, bidders responding to either or both focus areas may elect to respond to an optional Statement of Work (SOW) included in the complete RFP documentation.

Key dates include an Intent to Respond form and bidder questions deadline of Monday, January 19, 2026, with all proposals required to be received by Friday, February 13, 2026 at 11:59 PM PST. Bidders should direct all communications and inquiries to the primary contact.
