MassCEC seeks a consultant team to produce a comprehensive reflective workforce development report focused on the Vineyard Wind 1 project. The report is intended to preserve institutional knowledge, surface lessons learned, and translate those lessons into actionable guidance for future offshore wind workforce development efforts.
The primary objective is to document and analyze workforce development experiences and outcomes from the Vineyard Wind 1 project, creating a resource that will inform and guide subsequent offshore wind workforce initiatives. The consultant team will be responsible for conducting research, interviews, and analysis to capture key insights and best practices.
Key project dates include: RFP Release on March 16, 2026; Questions deadline of March 27, 2026; Answers posted by April 3, 2026; Proposal submission deadline of April 6, 2026 by 11:59 PM; Interviews with top applicants scheduled for the week of April 13, 2026; and Award notification expected in April 2026.
Proposal submissions must be submitted by email in PDF format to OffshoreWind@MassCEC.com and must include the following components: Cover Letter, Project Narrative, Team Qualifications, Project Schedule, Budget and Cost Narrative, Authorized Applicant's Signature and Acceptance Form (Attachment 1), optional DEI and/or Environmental Justice Statement, and Disclosure of Generative AI Use if applicable. No responses will be accepted past the deadline.
