Request for Proposals - Cleveland Climate Action Plan Community Engagement Support

The City of Cleveland Mayor's Office of Sustainability is seeking professional services to support community engagement for the update of the City's Climate Action Plan (CAP). The original plan was established in 2013 and focuses on five key areas: Energy Efficiency and Green Building, Clean Energy, Sustainable Transportation, Clean Water and Vibrant Green Space, and More Local Food and Less Waste. Cleveland has recently experienced increased climate impacts including severe storms, flooding, extreme heat events, and a tornado in 2023.

The consultant will build on a completed Climate Risk and Vulnerability Assessment and previous Climate Action Plan engagements to gather community insights and feedback on priority climate actions. The engagement must ensure equitable public participation and represent diverse community perspectives, with specific attention to racial equity considerations using the Climate Action Racial Equity Tool. The consultant will work to understand which Cleveland communities are most impacted by climate hazards such as extreme heat, flooding, and Lake Erie changes, and incorporate findings from related planning efforts including the Circular Cleveland Roadmap and Cleveland Comprehensive Environmental Policy Platform.

Key dates include a pre-proposal meeting on February 23, 2024 at 19:00, a Q&A deadline of February 26, 2024 at 22:00, and a proposal submission deadline of March 6, 2024 at 22:00.
