Request for Proposals for Benefits Broker Services

Silicon Valley Clean Energy (SVCE) seeks a qualified benefits broker to provide comprehensive benefits broker services including strategy consulting, open enrollment management, vendor solicitations, compliance support, account management, technology integration, and workers compensation claims administration. The selected vendor will evaluate and analyze benefits packages, manage plan renewals and open enrollment communications, administer vendor solicitations and negotiations, ensure compliance with federal, state, and local regulations, serve as liaison between SVCE and benefits providers, and support technology platform integration including systems such as Employee Navigator, Paylocity, or Rippling. The vendor will also manage COBRA administration and maintain independence from SVCE's current HRIS system.

Proposal submissions must include administrative information, proposal summary, organization description and qualifications (with minimum three similar project examples), proposed solution with up to 30-slide PowerPoint presentation, detailed cost proposal with all fees and labor rates broken down by deliverable, confirmation of contract term acceptance or proposed modifications, and indication of willingness to extend contract terms to other California-based municipalities and utilities.

Key dates include: RFP release on January 9, 2026; question deadline by January 20, 2026 with responses posted January 22, 2026; proposal submittal deadline January 30, 2026 at 5:00 PM Pacific Time; potential interviews February 4-6, 2026; anticipated award notification February 9, 2026; and contract finalization with work commencement by February 13, 2026.

Proposals will be evaluated based on qualifications and experience with similar services, history of successful performance for public and private agencies and community choice energy agencies, financial viability, cost, proposed approach demonstrating clear understanding of scope, ability to meet timelines, absence of claims or violations, pertinent references, and acceptance of SVCE standard contract terms.
