The Connecticut Green Bank, in coordination with Eversource Energy and United Illuminating (EDCs), seeks a qualified consultant to support the convening, facilitation, and synthesis of a Bidirectional Electric Vehicle Working Group as directed by the Connecticut Public Utilities Regulatory Authority (PURA). The selected contractor will support the development of findings and recommendations regarding the integration of bidirectional electric vehicles into Connecticut's Energy Storage Solutions (ESS) Program.
The contractor shall undertake comprehensive research and technical support including reviewing the PURA Final Decision in Docket No. 25-08-053, assessing bidirectional EV technologies for both light-duty and medium/heavy-duty vehicles, reviewing Connecticut programs including managed charging programs and DERMS functionality, and researching approaches used in other jurisdictions to integrate bidirectional EVs into demand response, managed charging, and energy storage programs. The contractor must support the development of technical and policy frameworks responsive to PURA's identified questions and assist with any regulatory-related stakeholder questions.
The contractor shall support convening and facilitating the Bidirectional EV Working Group by assisting in identifying and inviting relevant stakeholders consistent with PURA direction, developing proposed agendas and meeting materials, facilitating working group meetings including managing logistics and supporting balanced stakeholder engagement, supporting technical deep-dive discussions on dispatch feasibility and data requirements, and preparing meeting summaries documenting areas of consensus and disagreement. The working group must include participation from the Office of Consumer Counsel, Connecticut Department of Energy and Environmental Protection, and stakeholders including Tesla, Fermata Energy, Advanced Energy Economy, Connecticut Storage & Solar Association, ChargeScape, and First Student.
The contractor shall draft the Bidirectional EV Report required by August 1, 2026, in coordination with the Program Administrators, ensuring the report clearly presents working group findings and recommendations aligned with PURA directives. A draft report must be submitted by July 1, 2026, for review and comment. The contractor will coordinate with the Interconnection Working Group, providing written and oral updates regarding bidirectional EV working group discussions and ensuring policy recommendations are informed by and do not conflict with interconnection requirements. Key dates include RFP issuance on January 9, 2025, applicant questions due by January 16, 2025, Green Bank responses posted by January 21, 2025, proposal submission deadline of January 27, 2025, Program Administrator decision and bidder notification by February 6, 2025, and Professional Services Agreement signature due by February 20, 2025. The working group must be convened no later than March 1, 2026, with the final report submitted to PURA by August 1, 2026.
