Request for Proposals for Cleveland Climate Action Plan and Municipal Action Plan Technical Development

The City of Cleveland Mayor's Office of Sustainability is soliciting proposals for consulting services to update and develop the community-wide Climate Action Plan (CAP) and Municipal Action Plan (MAP). Originally created in 2013, these plans require comprehensive updates to address changing climate conditions, emerging community priorities, and the city's decarbonization goals through 2050. The CAP encompasses six focus areas: Built Environment, Circular Industry, Clean Energy, Clean Transportation, Nature-Based Solutions, and Resilient People. The MAP similarly covers six focus areas integrated into city operations: Built Environment, Clean Energy, Clean Transportation, Resilience and Empowerment, Resource Management, and Water and Green Space.

The selected consultant will build upon work completed in 2023, including the Regional Decarbonization Pathways Analysis, updated greenhouse gas inventories, and Climate Risk and Vulnerability Assessment. The consultant will conduct qualitative and quantitative analyses of potential mitigation and adaptation actions, assessing benefits to the city and residents. The work will incorporate the Climate Action Racial Equity Tool to ensure equitable outcomes and will reference existing planning efforts including the Circular Cleveland Roadmap and Cleveland Comprehensive Environmental Policy Platform.

Key dates include a pre-proposal meeting on July 12, 2024, at 3:00 PM, a questions and answers deadline of July 16, 2024, at 9:00 PM, and the proposal submission deadline of July 26, 2024, at 9:00 PM. All submissions must be made through the city's procurement portal. The city will evaluate proposals based on consultant qualifications, technical approach, project management methodology, relevant experience with climate planning and community engagement, and cost competitiveness.
