Request for Proposals for Contractors and Subject Matter Experts to Provide Technical Advising Services on Electrification

Silicon Valley Clean Energy (SVCE) is seeking multiple contractors, consultants, and subject matter experts to provide technical advising services on building electrification installations and contractor engagement efforts. The work focuses on establishing an Electrification Contractor Working Group (ECWG) composed of up to 15 professionals with expertise in electrification technologies and retrofits.

The primary scope of work involves quarterly focus group participation on decarbonization programs and workforce initiatives. Selected proposers will attend scheduled quarterly focus groups held virtually, actively participate in discussions regarding education and outreach, contractor needs, policy development, technical guidance, and research and development. Proposers will review agendas and preparatory materials prior to each meeting and provide detailed feedback on documents, proposals, and reports related to decarbonization programs and workforce initiatives. The total time commitment shall not exceed 12 hours per quarter, including approximately 4 hours for focus group participation and 4-8 hours for post-focus group reviews and feedback provision.

Key dates include: RFP release November 14, 2025; questions deadline December 12, 2025 at 5pm Pacific Time; question responses posted December 19, 2025; proposal submission deadline January 30, 2026 at 11:59pm Pacific Time; selected proposers notified of interview times February 6, 2026; possible interviews February 9-11, 2026; anticipated decision notification February 16, 2026; contracts executed by February 15, 2026; and meetings commence March 2026. The contract term runs from February 1, 2026 through February 1, 2027.

SVCE seeks contractors with experience in electrification technologies including heat pump water heaters, heat pump HVAC systems, induction cooking, EV charging, solar plus battery storage, and load management technology. Desired qualifications include participation in organizations such as ASHRAE, ICC, USGBC, AHRI, or CBIA; experience with unions or union signatory status; strong knowledge of state and local building codes; experience communicating with regional distributors and equipment manufacturers; and ability to meet deadlines and work collaboratively with teams.
