Key milestones include: RFQ issued June 30, 2026; questions due July 1, 2026 at 3:00 PM ET; answers posted July 2, 2026; and proposals due July 9, 2026 at 3:00 PM ET via LIPA's Bonfire e-procurement portal. The anticipated award and project start are July 2026. Project duration is estimated at 6 months with an option to extend for two additional 6-month periods. The contract is fixed-price (not-to-exceed) based on hourly rates from the master 2025 Utility Consulting Services Contract. Evaluation factors include hourly rates, understanding of the SOW, depth of experience of proposed personnel, and bench strength.
Deliverables include: a Project Execution Plan within week 1, a Current-State Assessment and Preliminary Findings within 90 days, and a Final Roadmap and Implementation Blueprint within 180 days. Consultants must submit responses limited to 10 single-sided pages (excluding resumes) and include cost estimates using the provided table format.
