The Connecticut Green Bank seeks a qualified Performance Data Provider (Contractor) to advise, consult, and provide solar PV monitoring services for legacy residential and commercial solar data monitoring systems. The selected PDP will manage monitoring data from solar photovoltaic systems installed through the Residential Solar Investment Program (RSIP) and CT Solar Lease Commercial programs, which are funded by Eversource Energy and United Illuminating Company ratepayers.
The PDP's primary responsibilities include creating and maintaining a web-based platform for the Green Bank to access and extract production data from revenue-grade monitoring devices, managing data reading and retrieval schedules, providing real-time data access on a consistent and reliable basis, storing historical data indefinitely, and ensuring data security compliance with state and federal laws. The platform must support data analytics and analytical tools (such as irradiance calculations, field grouping, and dashboards), identify and correct erroneous data, provide API or automated FTP data exchange, and include disaster recovery and backup services. The PDP must also provide technical support during business hours (8:00 a.m. to 5:00 p.m. EST, Monday through Friday), respond to Green Bank requests within two business days with status reports, offer customer support for homeowner inquiries, and communicate system upgrades within thirty days.
The estimated distribution of project sites by revenue-grade meter OEM is: Enphase (7,725 sites), SunPower (2,599), Itron (1,322), Locus (15,520), SolarEdge (14,139), SolarLog (457), Tesla (4,843), and Other (1,339). Applicants must demonstrate that their monitoring product is currently available, has proven reliability as a residential PV monitoring platform, and can provide all services outlined in the RFP. The Green Bank's approved monitoring systems include Locus Energy LGate models, Enphase Envoy S and IQ Envoy meters, Solar Data Systems Solar-Log models, SolarEdge RWND-3D-240-MB cellular meter, and SunPower PVS revenue-grade meters.
Key dates include: RFP issued February 19, 2026; deadline for applicant questions March 5, 2026; responses posted by March 11, 2026; proposal submission deadline March 16, 2026 (proposals received after this date may not be considered); and Green Bank decision and bidder notification by March 26, 2026.
