Silicon Valley Clean Energy Authority (SVCEA) is soliciting offers from qualified suppliers for Renewables Portfolio Standard (RPS) Eligible, Portfolio Content Category 1 (PCC1) and Green-e Energy certified renewable energy for delivery during calendar years 2023-2032. The solicitation seeks two product types: (1) RPS Renewable Energy, PCC1-eligible products that meet PCC1 eligibility criteria under California's RPS program; and (2) PCC1, Green-e Energy-Certified Renewable Energy that is both PCC1-eligible and listed on the CRS attestation list for Green-e or produced by renewable generating facilities with valid Green-e Energy generator attestation. Pricing should be structured as index-plus pricing (fixed $/MWh premium for all volume relative to an index-based energy price). Acceptable renewable energy sources for PCC1-eligible products include: Wind, Solar, or Small hydroelectric (below 30 MW). For Green-e certified products, only Wind or Solar are acceptable. Deliveries must be scheduled at any scheduling point/node within CAISO or another California Balancing Authority. Generation must be sourced from projects located within WECC, with additional consideration for generating resources in U.S.-based areas of WECC. Maximum delivery term is 120 months with deliveries commencing no sooner than January 1, 2023 and concluding no later than December 31, 2032. All renewable energy certificates must be timely transferred via the Western Renewable Energy Generation Information System (WREGIS). For Green-e certified products, respondents must provide a list of Eligible Renewable Resources with evidence that pertinent tracking attestations will be in place throughout the delivery term. Credit terms follow existing Master Agreement (EEI or WSPP) standards with standard payment terms per Master Agreement. SVCEA will utilize previously negotiated confirmation agreements.
