Request for Proposals: Heat Pump Water Heater Implementation

The Northwest Energy Efficiency Alliance (NEEA) is seeking qualified contractor(s) to provide implementation services for its Heat Pump Water Heater (HPWH) program, operating under the market-facing brand Hot Water Solutions (HWS). The selected contractor will support Program implementation across three primary areas of work.

Training and Technical Support services include updating and maintaining HWS training content and developing a scalable "train-the-trainer" framework. This framework is designed to build the capacity of market actors, including Distributors and other entities working with the market, to independently deliver training and technical support to HPWH installers and those entering the workforce.

Program Management responsibilities encompass managing day-to-day implementation activities and providing adaptable, responsive Program support. The selected contractor will coordinate closely with the Program Manager and other third-party contractors while providing regular programmatic and financial reporting to NEEA.

Supply Chain Engagement requires creative and strategic approaches to engage market actors in ways that increase HPWH sales and adoption. NEEA is prioritizing targeted supply chain engagement at this stage in the Program lifecycle to ensure the market is equipped and positioned to increasingly support HPWH adoption over time. Bidders are encouraged to apply recent and relevant research in designing their Program approach, including NEEA's most recent Market Progress Evaluation Report. Proposals should balance Program management efficiency with subject matter expertise.
